Amends Minnesota Statutes 2016, section 13.32, subdivision 5a, regarding the release of student contact information to military recruiters

Requires secondary institutions to provide notice to each student and parent or guardian of the right to refuse release of the student's name, address, and telephone number to military recruiting officers

Mandates that notice must be clear, conspicuous, and in the same format and size type as other statements on emergency contact information cards or forms distributed by the secondary institution

Requires notice to include a checkbox entitled "Do Not Release Contact Information" that students or parents or guardians must check to prevent release of contact data to military recruiters

Continues existing provisions that military recruiting officers may use released data only for providing information about military service, veterans' education benefits, and career opportunities, and prohibits further dissemination to other persons
