HF4169 Summary

• Enacts the Nurse Licensure Compact in Minnesota law, allowing registered nurses (RNs) and licensed practical/vocational nurses (LPN/VNs) licensed in their home state to practice in all party states under a multistate licensure privilege.

• Establishes the Interstate Commission of Nurse Licensure Compact Administrators to coordinate nurse licensure and enforcement across party states through a centralized licensure information system.

• Requires applicants for multistate licenses to meet education standards, pass NCLEX exams, pass criminal background checks, and not have felony convictions or certain nursing-related misdemeanors.

• Permits only the home state to take disciplinary action against a nurse's multistate license, but allows remote states to take action against the multistate licensure privilege to practice within their borders.

• Appropriates funds from the state government special revenue fund to the Board of Nursing for implementation, effective upon the coordinated licensure information system being operational but no sooner than July 1, 2019.
