Allows agricultural land owners or tenants with at least 80 acres to receive one free antlerless deer license per year, with deer taken not counting toward permit area bag limits.

In series 300 deer permit areas, up to five combined free antlerless deer licenses may be issued to co-owners or cotenants, and licenses may be transferred to any Minnesota resident eligible to hunt big game.

Requires license holders to allow public deer hunting on their land during deer season, except for the first Saturday and Sunday of the applicable season.

Mandates the commissioner issue enough bonus deer permits to reduce deer populations to 2010 management goals when estimated deer count exceeds that goal by at least 20 percent.

Requires suspension of antler point restrictions and allows party hunting without additional restrictions in areas where deer populations exceed 2010 management goals by 20 percent or more.
