Adds satellite broadband providers as eligible entities for broadband infrastructure grants under Minnesota Statutes sections 116J.394-116J.398.

Defines "satellite broadband equipment," "satellite broadband provider," and "satellite dish" as new terms in the broadband grant program.

Allows grants to fund satellite broadband equipment installed at user locations in unserved areas that supports speeds of at least 25 megabits per second download and 3 megabits per second upload.

Requires grant applicants to provide information on the type and amount of broadband infrastructure or satellite broadband equipment to be purchased for projects.

Limits grants to satellite broadband providers to 50 percent of the total cost of satellite broadband equipment installed at user locations, with a maximum grant award of $5,000,000 per project.
