Reduces General Fund appropriations by $210,083,000 in fiscal year 2018 and $103,535,000 in fiscal year 2019.

Adjusts funding for forecasted programs including MFIP/DWP, child care assistance, general assistance, Minnesota Supplemental Aid, housing support, Northstar Care for Children, MinnesotaCare, and Medical Assistance.

Provides increases to CCDTF Entitlements of $15,935,000 in fiscal year 2018 and $28,464,000 in fiscal year 2019.

Adjusts Health Care Access Fund and Federal TANF fund allocations across various human services programs based on updated forecast projections.
