Changes the effective date for special education aid reductions from fiscal year 2015 to fiscal year 2019 when a school district provides special instruction and services outside the student's resident district.

Creates a phased reduction schedule for resident district responsibility for unreimbursed special education costs: 80 percent in fiscal year 2019, declining to 40 percent by fiscal year 2023 and later.

Establishes state payments to cover unreimbursed costs: 10 percent in fiscal year 2019, increasing to 50 percent by fiscal year 2023 and later.

Provides additional state payment of 10 percent of unreimbursed costs for intermediate districts, cooperatives, or charter schools where at least 70 percent of students receive special education services.

Requires the commissioner of education to report annually by January 15 to legislative committees on unreimbursed tuition paid to serving districts and provide recommendations to reduce unreimbursed special education costs.
