• Increases the minimum number of school districts that must be audited annually from 25 to 50 districts for pupil counts, levy limitations, aid entitlements, and revenue uses.

• Requires the commissioner to report to legislative committees (House Education, House Appropriations, Senate Education, and Senate Finance) if fewer than 50 districts are audited in a fiscal year, explaining the reasons for the shortfall.

• Adds "appropriate revenue uses" as an explicit purpose of district audits and allows the commissioner to reduce allocations to districts or charter schools that are not meeting statutorily prescribed revenue uses.

• Effective for fiscal year 2019 and later.
