Establishes a grant program under the Department of Commerce to award grants to contractors for funding energy conservation improvements in rental properties constructed before 1980.

Grants may fund up to 85 percent of project costs for materials and labor, with improvements selected from a commissioner-prepared list ranked by cost-effectiveness per unit of energy saved.

Rental property owners receiving grants must sign a binding agreement to limit annual rent increases to no more than 3 percent annually for 6 years on units receiving grant funds.

Appropriates $6,000,000 in fiscal year 2019 and $6,000,000 in fiscal year 2020 from the nuclear facility account for properties within the electric service area of utilities owning nuclear generating facilities.

Program expires June 30, 2023, with unexpended grant funds to be transferred back to the commissioner by June 15, 2022 for deposit into the energy conservation account.
