Creates the Minnesota Health Policy Commission with 11 voting members appointed for expertise in health care finance, economics, actuarial science, plan management, system management, employer health care purchasing, medical technology, consumer advocacy, primary care, long-term care, and public program enrollment.

Commission includes four nonvoting ex-officio legislative liaison members (two senators and two house members) appointed by majority and minority leaders.

Directs commission to compare Minnesota's health care costs and public program spending to other states and previous years, monitor health care delivery reform efforts, and make annual recommendations to legislature by June 15 each year for reducing cost growth and improving care quality and value.

Authorizes commission to hire a director and contract for professional and technical assistance; grants access to state department data with restrictions on disclosing private data unless de-identified.

Sets commission member terms at four years with two-term limits; first appointments by January 15, 2019; first meeting by June 15, 2019; commission meets at least four times annually and expires June 15, 2034; appropriates unspecified funding from general fund for fiscal year 2019.
