Amends Minnesota Statutes 2017 Supplement, section 136A.103, to clarify eligibility requirements for postsecondary institutions participating in state student aid programs.

Changes language in paragraph (a)(2) to specify that private institutions must be operated "as a private nonprofit institution" rather than just "privately."

Adds new paragraph (c) establishing that institutions offering only graduate-level degrees or nondegree programs are eligible if licensed or registered as postsecondary institutions by the office.

Adds new paragraph (d) requiring institutions that change ownership and were previously exempt from federal Pell Grant participation to participate in the federal Pell Grant program within four calendar years to maintain eligibility.

Effective for grants awarded to students enrolling for the first time in fall of 2019.
