Board of Trustees of Minnesota State Colleges and Universities must submit a plan by January 1, 2019 to transfer technical colleges to kindergarten through grade 12 entities.

Plan must provide for transfer of all technical colleges from the Minnesota State Colleges and Universities system by the beginning of the 2021-2022 school year.

Plan must identify each technical college that received state bonding money and may require facilitation through a bonding bill.

Plan must propose updates to credit transfer policies to ensure credits earned at transferred institutions continue to be recognized.

Board must consult with the Department of Education, school districts within a specified radius of each technical college, and other stakeholders to identify necessary changes to funding formulas, financial aid processing, associate degree authority, and tuition collection procedures.
