Adds "joint powers" as a classification for school districts alongside common, independent, special, and charter districts, effective July 1, 2018.

Authorizes two or more school boards to form a joint powers district under section 471.59 to improve and coordinate delivery of special education services and share resources among participating districts.

Grants joint powers districts powers to acquire, construct, lease, maintain, and operate facilities for special education; enter lease-purchase agreements; and issue bonds or other forms of indebtedness for these purposes.

Allows school districts that are members of joint powers districts to levy for their proportionate share of rental payments for real or personal property leased with an option to purchase under lease-purchase agreements, effective for taxes payable in 2019 and later.
