Appropriates $1,500,000 for 2018 and $2,500,000 for 2019 for Grow Your Own teacher programs through school district grants.

Allocates $1,500,000 of 2019 funds to school districts with more than 30 percent minority students for Board of Teaching-approved nonconventional teacher residency pilot programs.

Allocates $1,000,000 of 2019 funds to greater Minnesota school districts operating Grow Your Own programs in cooperation with Professional Educator Licensing and Standards Board-approved teacher preparation programs.

Requires programs to provide tuition scholarships or stipends to school district employees and community members pursuing education licenses, with nonconventional programs for seven-county metropolitan area districts and approved programs for greater Minnesota districts.

Mandates annual reporting to the commissioner on participant numbers, percentage of participants of color or American Indian, program effectiveness, and teacher hiring outcomes; allows department to retain up to three percent of appropriation for program administration.
