Changes the minimum age for "child care staff person" from 13 years to 18 years for individuals residing in licensed family child care homes or legal nonlicensed child care programs.

Modifies fingerprint and photograph requirements so that individuals age 17 and younger residing in licensed family child care homes or legal nonlicensed child care programs are exempt unless the commissioner has reasonable cause to require a national criminal history record check.

Requires all background study subjects to provide fingerprints and photographs upon implementation of NETStudy 2.0, with fingerprints retained by the Federal Bureau of Investigation rather than state or local agencies.

Expands permanent disqualifications for child care staff persons and individuals age 13 and older in licensed family child care homes to include conviction of any crime making them ineligible for employment under federal law (United States Code, title 42, section 9858f).

Adds requirement that child care staff persons or individuals age 13 and older in licensed family child care homes must be disqualified as long as registered or required to register on state or federal sex offender registries.
