Increases State Capitol Preservation Commission membership from 22 to 24 members by adding the minority leader of the senate and minority leader of the house of representatives as voting members.

Establishes the Capitol Art Exhibit Advisory Committee with 13 members (five appointed by the governor, four by senate leaders, four by house leaders, and four ex-officio non-voting members) to recommend art exhibits reflecting Minnesota history and diverse peoples.

Mandates advisory committee preference for artists currently living in Minnesota or who lived there during the time period portrayed in exhibits, with selection process ensuring diverse demographic representation.

Specifies that recommended art exhibits should reflect Minnesota history, explain state government, recognize diverse contributions, inspire citizen engagement, and showcase Minnesota landscapes.
