Modifies budget reserve transfer rules to limit transfers to no more than 33 percent of positive unrestricted general fund balance when conditions are met, effective January 8, 2019.

Establishes special education aid payment percentage restoration as a priority allocation when positive general fund balances are forecasted, to increase the percentage to not more than 100 percent.

Replaces the clean water fund allocation requirement with the special education aid payment percentage increase in the priority order for distributing forecasted positive general fund balances.

Requires the commissioner of management and budget to certify dollar amounts to the commissioner of education, who shall increase the special education aid payment percentage and apply those increases to the current fiscal year and thereafter.

Changes the special education aid calculation to apply to all fiscal years 2014 and later, removing the previous limitation to fiscal year 2014 and later only.
