• Amends Laws 2017, First Special Session chapter 3, article 1, section 2, subdivision 2 to modify the Civil Air Patrol appropriation from $3,580,000 to $80,000 in the first year.

• Extends the Civil Air Patrol appropriation availability period from five years to six years after the year of appropriation.

• Provides $3,500,000 in the first year for a grant to the Civil Air Patrol for site selection, purchase, renovation, and construction of a training and maintenance facility at an airport in Minnesota, with waived predesign requirements if purchasing an existing facility.

• Waives the nonstate matching contribution requirement for the Civil Air Patrol appropriation under Minnesota Statutes, section 360.305, subdivision 4.

• Makes this a one-time appropriation from the state airports fund.
