Amends Minnesota Statutes 2016, section 474A.02, subdivision 22b to modify the definition of "public facilities project"

Expands definition to include facilities owned by nonprofit organizations that are used for district heating or cooling, whether publicly or privately owned

Removes the requirement that nonprofit-owned facilities be limited only to public ownership, allowing privately owned district heating or cooling facilities to qualify

Allows these expanded categories of facilities to be eligible for financing with proceeds of public facilities bonds as defined under section 474A.02, subdivision 23a
