Increases the school district building lease levy limit from $212 to $225 per adjusted pupil unit, effective for fiscal year 2020 and later, with annual inflationary adjustments after fiscal year 2021.

Establishes different levy limits for fiscal years 2019 ($212), 2020 ($225), and 2021 and beyond ($225 plus inflation adjustment based on Consumer Price Index).

Allows school districts to levy for leasing administrative space only if the lease cost does not exceed the cost of leasing instructional space the district would otherwise lease, and only after passing a resolution stating intent to lease instructional space.

Permits intermediate school district member districts to include lease costs for administrative and classroom space for intermediate school district programs within their levy authority.

Maintains existing restrictions prohibiting districts from using lease levy proceeds for custodial or maintenance services, and from leasing newly constructed buildings or building additions for instructional purposes.
