Appropriates $11,500,000 from bond proceeds to the Public Facilities Authority for a grant to the city of Glencoe for design, engineering, construction, and equipment of wastewater treatment facility renovation and publicly owned wastewater infrastructure improvements.

City of Glencoe is eligible for additional grant funds if the initial appropriation is insufficient to cover 50 percent of project costs, with additional funds covering the difference to reach 50 percent cost coverage.

Appropriation becomes available only after the commissioner of management and budget determines sufficient resources have been committed to complete the project, as required by Minnesota Statutes section 16A.502.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $11,500,000 to provide the appropriated funds, following procedures in Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
