Commissioner of human services shall establish a child care regulation working group with no more than 30 members including licensed providers, county licensing staff, industry representatives, and parents of enrolled children.

Working group shall hold at least four public meetings between August 1, 2018, and February 1, 2019, utilizing technology to reach interested persons throughout Minnesota.

Group shall assess current child care regulations under Minnesota Rules parts 9502 and 9503 and Minnesota Statutes chapter 245A, focusing on training requirements, licensing procedures, investigations, and sanctions while prioritizing child safety and best practices.

Working group shall submit a report with recommendations on updating child care rules and statutes to the commissioner and legislative committees with jurisdiction over child care licensing.

$50,000 appropriated from the general fund in fiscal year 2019 for an independent professional facilitator, printing costs, and meeting management expenses; working group sunsets upon delivery of the report.
