Appropriates $25,000,000 in fiscal year 2019 from the general fund to the commissioner of housing finance for a grant to develop an approximately 138-unit mixed-use, multifamily project at 900 Cedar Avenue South in Minneapolis.

Requires the development to include retail space and both affordable and market rate rental properties, with the developer providing matching funds.

Appropriates $300,000 in fiscal year 2019 from the general fund to the commissioner of employment and economic development for the job creation fund.

Mandates the commissioner certify the 900 Cedar Avenue South developer as eligible to receive a job creation award under Minnesota Statutes, section 116J.8748.

Makes both appropriations one-time only and available until expended.
