Prohibits exclusive representatives from requiring non-member employees to contribute fair share fees for services rendered by the representative.

Removes the previous framework that allowed fair share fees equal to regular membership dues minus member-only benefits, capped at 85 percent of dues.

Eliminates advance written notice requirements, employer list provisions, employee challenge procedures, and escrow provisions related to fair share fee deductions.

Becomes effective the day after the United States Supreme Court issues a decision holding that public employees who are not union members cannot be required to pay fair share fees.
