Requires the commissioner to place clients in settings that meet their needs while ensuring public safety, balancing the client's right to live in the most integrated setting with public safety concerns.

Prohibits placing clients in residential settings that jeopardize others' safety if they have medium or high risk for committing violent acts.

Allows residential placement only after the commissioner determines a client is low risk for committing violent acts.
