Defines "cultural competency training" as a program promoting self-reflection and discussion on racial, cultural, socioeconomic groups, American Indian students, implicit bias, systemic racism, gender identity, sexual orientation, language diversity, and individuals with disabilities.

Requires teachers holding Tier 1 licenses to complete cultural competency training within one year of initial license approval as a condition for renewal.

Requires teachers holding Tier 2 licenses to complete cultural competency training before first renewal and include cultural competency in individual growth and development plans.

Requires teachers seeking renewal of Tier 3 or Tier 4 licenses to demonstrate professional reflection and growth in cultural competence as defined in the statute.

Authorizes the Professional Educator Licensing and Standards Board to establish rules and conditions for teacher license renewals incorporating these cultural competency requirements.
