Commissioner of Human Services shall timely inform family child care and child care center license holders of changes to state and federal statutes, rules, regulations, and policies relating to licensed child care, child care assistance programs, quality rating systems, and county-delegated licensing functions.

Communications to license holders must promote compliance with identified changes and may be delivered electronically, with all communications made available online to the public.

Commissioner shall provide each child care licensee with an annual booklet containing compiled statutes and rules pertaining to child care licensing and regulation at no cost.

Commissioner shall develop a comprehensive child care regulation handbook updated annually when statute or rule changes occur, written in clear and plain language as defined in statute, and provide each licensee with one free physical copy each year the handbook is updated.

An unspecified amount from the general fund is appropriated to the Commissioner of Human Services in fiscal year 2019 to implement these requirements.
