Eliminates literacy incentive aid program by removing proficiency aid and growth aid provisions; allows districts to spend general funds for local literacy plans instead.

Increases special education aid by raising the special education aid increase limit from $180 to $258 for fiscal year 2019, and $78 annually for fiscal year 2020 and beyond.

Adjusts excess cost aid percentages for special education from 56% to 61% for nonfederal expenditures and from 62% to 61% for old formula expenditures.

Allocates $47,264,000 for 2018 and $4,740,000 for 2019 to literacy incentive aid, reducing 2019 funding to $0.

Increases special education regular aid appropriation to $1,341,161,000 for 2018 and $1,469,827,000 for 2019 (up from $1,260,160,000).
