• Amends Laws 2017, First Special Session chapter 8, article 1, section 15, subdivision 3 to modify the Local Road Improvement Fund Grants appropriation of $115,932,000.

• Allocates $9,000,000 to Anoka County for realignment and improvements to County State-Aid Highway 23 (Lake Drive), County State-Aid Highway 54 (West Freeway Drive), and Hornsby Street in Columbus to support an interchange project.

• Distributes remaining funds to multiple counties and cities including: Blaine ($3,246,000), Hennepin County/Minneapolis ($25,000,000), Carver County ($10,500,000), Redwood County ($700,000), Swift County ($1,000,000), Ramsey County ($20,500,000), Hennepin County ($11,300,000), Inver Grove Heights ($1,000,000), McLeod County ($2,350,000), and Baxter ($6,000,000) for various road, highway, and interchange projects.

• Conditions certain appropriations on commissioner of management and budget approval that sufficient matching funds have been committed from other sources.
