Prohibits out-of-network providers from imposing coverage restrictions or limitations on emergency services that are more restrictive than those applied to in-network emergency services.

Requires cost-sharing requirements for out-of-network emergency services to be identical to cost-sharing requirements for in-network emergency services.

Prohibits nonparticipating providers from billing enrollees for amounts beyond applicable cost-sharing requirements for emergency services.

Protects enrollees from liability for balance billing by out-of-network providers and requires providers to accept the health plan's payment as payment-in-full.

Establishes that payment amounts are determined by the commissioner of health using average paid amounts for emergency services, with data from Minnesota Statutes section 62U.04, subdivisions 4 and 5.
