Commissioner of human services shall increase reimbursement rates, grants, or allocations by an unspecified percent for direct support services provided through covered programs on or after July 1, 2018.

Rate increases apply to direct support services as defined in Minnesota Statutes, section 256B.0711, subdivision 1, paragraph (b).

$12,000,000 is appropriated from the general fund in fiscal year 2019 to the commissioner of human services for direct support service rate increases.

Appropriation is in addition to money appropriated under Laws 2017, First Special Session chapter 6, article 18, section 2.

Both sections become effective only if a labor agreement between the state and Service Employees International Union Healthcare Minnesota is ratified by the legislature.
