Appropriates $3,000,000 from the general fund in fiscal year 2019 to the commissioner of public safety for emergency management readiness grants.

Distributes grant funds in equal amounts to emergency management departments in 87 Minnesota counties, 11 federally recognized tribes, and four cities of the first class for planning, preparedness activities, and capital purchases.

Requires local emergency management departments to submit requests to the Homeland Security and Emergency Management Division (HSEM) to receive grants.

Prohibits the use of state grant funds to replace or supplant existing local funding for emergency management and preparedness activities.

Requires the commissioner of public safety to submit a report by March 15, 2019 to relevant legislative committees summarizing grantee activities and identifying grant recipients.
