Expands eligibility for continued health insurance coverage under Minnesota's public safety officer benefit program to include correctional officers in addition to peace officers and firefighters.

Requires employers to continue providing health coverage for disabled or deceased public safety employees and their dependents, with employers covering contribution costs until the employee reaches age 65 (or would have reached age 65 if deceased).

Establishes that coverage for surviving spouses continues until age 65, and coverage for other dependents continues until age 26, with exceptions for dependents who are no longer eligible.

Modifies the public safety officer's benefit account to allow unexpended funds to remain available until claims submitted in a fiscal year are paid or denied, and appropriates sufficient funds from the general fund annually.

Effective July 1, 2018, with application to peace officers, full-time firefighters, correctional officers, and volunteer firefighters who are disabled or killed in the line of duty.
