Reattaches intermediate airport land to cities and school districts for taxation purposes, reversing the detachment of major airport land under existing law.

Defines an intermediate airport as an airport that as of March 14, 1996, is a primary reliever airport, provides general aviation services, has a primary runway between 5,001 and 8,000 feet in length, and has precision instrument capability.

Exempts real and personal property of intermediate airports operated by public corporations from city and school district taxation, with property tax exemption expiring if total market value has not increased by at least 20 percent between 1996 and 2001 assessment years.

Excludes intermediate airports from the definition of "Area" under section 473F.02, removing them from the seven-county metropolitan area subject to certain regional taxation.

Effective date of January 1, 2019 for taxes payable in 2019 and thereafter.
