Commissioner of revenue must provide a written report to legislative tax committees by March 16, 2018 on free electronic filing options for individual income tax returns, including vendor-based solutions.

Report must include vendor responses on per-return costs to the state, customer service capabilities, ability to maintain links with IRS Modernized Electronic Filing Program, and security protections for taxpayer information.

Report must address free filing products for both Minnesota and federal returns, eligibility thresholds for those products, and costs of add-on products offered to customers.

$175,000 is appropriated from the general fund in fiscal year 2018 to the commissioner of revenue for administering the reporting requirement.
