Appropriates $435,000 from the bond proceeds fund to the commissioner of employment and economic development as a grant to the city of Warren for energy efficient recreation facility improvements.

Grant funds cover predesign, design, construction, furnishing, and equipping of energy efficient restrooms, gathering area, and heated storage area as part of Warren's new community recreation facility.

Includes acquisition and installation of a solar energy system on or adjacent to the recreation facility to provide energy for facility operations.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $435,000 to provide the appropriated funds, subject to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Appropriation becomes available only when the commissioner of management and budget determines that sufficient resources have been committed to complete the project, as required by Minnesota Statutes section 16A.502.
