Establishes procedures for soil and water management areas including board order adoption, public notice and hearings, and notification requirements for affected cities and counties.

Authorizes districts to bill and collect charges through direct methods or county certification, with unpaid charges collectible like property taxes including interest and delinquency penalties, capped at 0.048 percent of taxable market value or $1,000,000 whichever is less.
