Repeals Minnesota Statutes 2016, section 471.9996, subdivisions 1 and 2, which prohibited cities, counties, and towns from adopting rent control ordinances on private residential property.

Eliminates the existing ban that prevented local governments from controlling rents except through voter-approved general elections.

Removes restrictions that previously allowed rent control only when approved by general election vote or through limited exceptions for government-owned properties, contracted properties, and federally/state-mandated actions.

Permits local governments to adopt rent control measures without the previous statutory prohibition, subject to existing constitutional and statutory authority.
