Appropriates $5,000,000 from bond proceeds to the Minnesota Amateur Sports Commission for ice facility grants prioritizing indoor air quality improvements and R-22 refrigerant elimination projects.

Increases grant limits for R-22 elimination projects from $50,000 to $250,000 for indirect cooling systems and from $400,000 to $500,000 for direct cooling systems.

Authorizes the commissioner of management and budget to sell and issue up to $5,000,000 in state bonds to fund the appropriation.

Requires grant proposals to include matching contributions from cities or counties, with priority given to multi-unit local government proposals and 50 percent of grants directed to greater Minnesota communities.

Mandates ice facilities provide up to 50 percent of prime ice time (4:00 p.m. to 10:00 p.m. weekdays; 9:00 a.m. to 8:00 p.m. weekends) to female groups as needed.
