Sets visiting qualifying patients' annual enrollment fee at $200, payable on anniversary of enrollment date, with revenue deposited to state government special revenue fund.

Requires visiting qualifying patients to notify commissioner within 30 days of residence changes and acknowledge that transporting Minnesota-obtained cannabis to destinations outside Iowa may violate federal law.
