Establishes a 17-member working group to review the current structure of the Department of Human Services and propose restructuring recommendations for better coordination, accountability, and continuity.

Membership includes two House members, two Senate members, the legislative auditor, commissioner of administration, representatives from county and tribal social services, client advocacy organizations, service providers, the Cultural and Ethnic Communities Leadership Council, and labor organization employees, with appointments due by July 1, 2018.

Working group must consider human services structures in other states, transferring duties to other agencies, effects on clients and counties, administrative efficiencies, zero-based budgeting, funding sources, conflicting agency roles, direct service provision, service duplication, and staffing issues.

First meeting must be convened by August 1, 2018, with the legislative auditor serving as chair; meetings are open to the public and members serve without compensation or expense reimbursement.

Working group must submit a report with findings, recommendations, draft legislation, and cost-benefit analysis to legislative committees with human services jurisdiction; group expires upon report submission or a specified date, whichever is earlier.
