Appropriates $3,000,000 from the bond proceeds fund to the Commissioner of Employment and Economic Development for a grant to the city of St. James for storm sewer improvements.

Grant funding covers design, engineering, and construction of a storm sewer retention pond extension in the northwest portion of St. James, including reconstruction of streets, sidewalks, storm water and sanitary sewer, water mains, lighting, and utilities.

Appropriation is contingent on the Commissioner of Management and Budget determining that sufficient resources have been committed to complete the project, as required by Minnesota Statutes, section 16A.502.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $3,000,000 to provide funding from the bond proceeds fund, following procedures outlined in Minnesota Statutes, sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.

Effective the day following final enactment.
