Amends Minnesota Statutes section 126C.44 to define "school resource officer" as a peace officer licensed under section 626.84 who has received school resource officer training within the past five years.

Authorizes the commissioner of education and director of the Minnesota School Safety Center to develop school resource officer training guidelines and provide a list of approved training programs.

Appropriates an unspecified amount from the general fund in fiscal year 2019 to reimburse school districts and charter schools for up to one-half of school resource officer training costs, with a per-officer cap of an unspecified amount.

Requires school districts or charter schools and local law enforcement agencies to enter into agreements to pay for the remaining training costs, with option to seek private funds for the local share.

Establishes an annual budget base for fiscal year 2020 and later at an unspecified amount, with the commissioner to prorate grants if appropriation is insufficient.
