Landlords must create a list of the residential unit's existing condition within 30 days of tenant occupancy, with tenants signing and dating the list and objecting within 14 days.

Landlords must provide tenants with a copy of the initial condition list and a separate list defining what constitutes normal wear and tear for deposit return purposes.

At lease termination or move-out, landlords must conduct a walk-through to assess damages and allow the tenant and any witness the tenant designates to be present.

Landlords must provide a written explanation of the rental unit's current condition and give the tenant a copy of this documentation.

Failure to comply with these requirements constitutes prima facie evidence of bad faith, effective August 1, 2018 for residential rental units occupied on or after that date.
