Amends Minnesota Statutes section 477A.017, subdivision 2, to require uniform financial reports filed by cities and counties to include information necessary to determine penalties under new section 477A.0176.

Creates new section 477A.0176 establishing aid reductions for local governments that appropriate budget funds for grants or legal services to help illegal immigrants defend against deportation.

Defines "illegal immigration defense spending" as any local government budget appropriation for legal services to fight deportation proceedings or provide legal defense for illegal immigrants.

Reduces state aid paid to cities and counties under sections 477A.011 to 477A.03 by the amount appropriated for illegal immigration defense spending in the prior calendar year, beginning with aids payable in 2019.

Requires the state auditor to annually inform the commissioner of revenue by June 30 of the amount to be deducted from each city's or county's aid under the new penalty provision.
