Establishes an amateur sports account in the special revenue fund to receive sales tax collections from the National Sports Center in Blaine, with funds appropriated to the Minnesota Amateur Sports Commission for promotion and development of amateur sports.

Directs the commissioner to deposit sales taxes derived from purchases at the National Sports Center in Blaine into the amateur sports account rather than the general fund.

Money deposited in the amateur sports account does not cancel and remains available for expenditure until spent.

Effective date for the amateur sports account is July 1, 2018, and the tax deposit provision is effective for sales and purchases made after June 30, 2018.
