Extends the deadline for the City of Edina to request certification of tax increment financing housing districts in the Southeast Edina Redevelopment Project Area from December 31, 2019 to December 31, 2021.

Allows the city to treat expenditures from the Southdale 2 district for housing projects as qualifying expenditures without requiring the housing to meet the "qualified building" requirement under Section 42 of the Internal Revenue Code.

Permits the city to increase by an additional 25 percentage points the allowed amount of expenditures for activities located outside the geographic area of the district.

Section 1 is effective without local approval, while Section 2 requires local approval by the City of Edina governing body.
