Appropriates $8,800,000 to the Metropolitan Council for grants to design and construct a multiuse paved trail and route for pedestrians, bicycles, and wheelchairs around White Bear Lake in Ramsey and Washington Counties.

Allocates $3,100,000 to Ramsey County for trail improvements along South Shore Boulevard and to pave an existing dirt path to Pacific Avenue in the Ramsey County Beach and Water Park.

Distributes remaining funds among the cities of Mahtomedi ($1,700,000), Dellwood ($3,000,000), White Bear Lake ($400,000), White Bear Lake Township ($400,000), and Birchwood Village ($200,000) for design, construction, and bid documents.

Prohibits use of appropriated funds for acquisition of right-of-way or easements and allows the Metropolitan Council to reallocate any remaining funds among grantees to complete the trail project.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $8,800,000 to fund the appropriation, effective the day following final enactment.
