Prohibits the State Building Code, State Fire Code, and political subdivisions from requiring installation of fire sprinklers, fire sprinkler system components, or automatic fire-extinguishing equipment in any new or existing single-family detached dwelling unit.

Exception allows political subdivisions to continue requiring smoke or fire detectors, alarms, or their components in single-family dwellings.

Requires licensees to offer prospective customers the option to install fire sprinklers and fire sprinkler system components in new single-family detached dwelling units, with the offer included or incorporated by reference in the agreement.

Mandates that licensees provide prospective customers with written performance guidelines for services before entering into an agreement, and that all agreements be signed and dated by both parties.

Requires licensees to provide customers at no charge with signed and dated copies of agreements, performance guidelines, fire sprinkler opt-in forms, and mechanic's lien waivers at the time of signing.
