Increases the pre-1940 housing percentage multiplier for cities with population of 10,000 or greater from 4.59 to 4.948 in the city revenue need formula.

Adjusts multiple coefficients in the city revenue need calculations for cities with populations between 2,500 and 10,000, including changes to housing percentage multipliers, household size adjustments, and peak population decline factors.

Modifies the city revenue need formula for cities with population less than 2,500 by increasing the base from 410 to 562.129 and decreasing the per capita population multiplier from 0.367 to 0.13.

Increases total aid appropriation for cities under Minnesota Statutes section 477A.013, subdivision 9, from $534,398,012 to $564,982,145 for aids payable in 2019 and thereafter.

Changes become effective for aids payable in calendar year 2019 and thereafter.
