Appropriates up to $22,000,000 from bond proceeds to the Public Facilities Authority for a supplemental grant to the city of Lakefield for water, wastewater, and storm sewer infrastructure improvements.

Funded improvements include mechanical wastewater treatment facility enhancements, sanitary sewer system replacement, storm sewer system replacement, connection to the Red Rock Rural Water system, and water treatment and distribution system replacement.

Ensures the city receives total grants equal to $22,000,000 if other state or federal grants awarded to Lakefield are insufficient to cover the full project cost.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $22,000,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Effective the day following final enactment.
